You can set it out during any night and during any phase of the moon, but the phase its in will have a different effect on the water. That guide elaborates on what effects each moon phase has. The most popular choice is on the Full Moon.

I make New and Full moon water. The graphic on the web site has a typo (I think) it says to bring
it in before dusk, it should say before dawn. Basically you just want the moon in the sky not sun.
Step #6 below the graphic has it right:
Retrieve your container. Ideally before dawn so you only get lunar energy.
Don’t drink it if in an open container and do use an opaque container when done milk jug is OK.

Oh, yeah I see what you mean - definitely a typo.
I’d rate that article about 8/10. Good general info, enough to get started - but there’s some things that I would personally change here and there. Changes that might count as more “advanced” perhaps. I just didn’t have time to write my own guide here, life’s gotten busy again…
